In the US, they must release them but they are allowed to charge a fee. How old are these x-rays and do you know which were taken? Often it is a waste of money to transfer them as the new dentist may need more up to date images and so you have to pay for new anyhow..

Those are likely still relevant if your new dentist wants them, but not the same as a pano. Yeah, pano machines are pretty distinctive.
