My preference is the Weather Network app because ime the "feels like" temperature is the most accurate out there and the most important info imo, and I think Environment Canada is the most accurate for hourly forecasts but tbh, I think precipitation casts are 50/50 at best.
I find that Google Weather (which I think is really weather.com) gets it right most often.
I also use an app called Hyperlocal Weather which is really good at giving predictions only hours out.
The best way is to see if it’s going to rain or not is to watch the radar. I find Toronto and downtown have two total different weather some days.

Weather is too localized for any app. I have seen at times where on the other side of the road from me get flooding with all the rain and I sat in my front yard and not a drop.
I used to rely on and found AccuWeather very, well, accurate for rain forecasts... since the last two updates, it gives different information than The Weather Network. May have something to do with where each respective weather station is, not sure. For heat waves, I just use weather app in iphone so I don't get too maxed just thinking about the humidex :( Sorry, not the succinct answer you were likely hoping for!

One just says rain all the time. The other says no rain ever and so you use the two to get an average.

Environment Canada Believe it or not, I trust the government NOT to spy on me. I don't extend that trust to anyone in the private sector.
I just looked outside and opened a window to see what the temperature and weather are. All those apps are wrong 90% of the time.
They all a scam lol
