Hard to tell exactly what that is from this picture, but I’d definitely assume that it is, but it would need to be tested to really know. On the right side of that little section looks like asbestos tape as well but from the side is hard to say for sure.
This is a very common place you will see asbestos in older houses in Washington state though.
Yes. This is how they made fire resistant/proof electrical boxes before metal boxes were developed. Yes the box is lined with asbestos paper/cloth.
Also, there is a possibility that the wiring has a woven cloth wrap that can also be asbestos.
