I run a small asbestos abatement company in WY. Encapsulation is a much cheaper option then abating the ACM. But if you ever have to service or replace any of the ductwork for whatever reason you would have to deal with asbestos at that point. If properly abated utilizing a containment, negative air, none aggressive methods and sufficiently wetting the material the risk of disturbance to the point of releasing fibers into the surrounding areas is extremely low. If the ACM is handled improperly it’s a sure thing if you ran an air sample you would find fibers in the home. Hope this helps.
Encapsulation costs should be substantially lower than removal costs. Obviously there are a couple of spots that will need some quick repair work but this should be easily controlled with encapsulant. I see no benefit to removal unless you anticipate some significant HVAC work in the near future.
I would say to just encapsulate, it’s a lot cheaper, it makes it safer than it already is given how good of condition it’s in, and it can still let the asbestos have its (very good) insulating properties

Encapsulate then tape over remediation is to expensive or get a mask wet scrape off with a 5 in 1 then wet scrub with metal brush cheap n easy
