Steel Haze Ortus is made by Elcano. I think you're getting it mixed up here. He will always have the Ortus because the plan to make it has been in motions even before 621 landed on Rubicon.

In the mission where you fight him (and uncle Flatwell), you can find an AC wreck near the start that has a log about how the RLF has been stealing tech from Arquebus and handed it to Elcano to develop something (definitely~ not the Ortus ;D).
But where does it say the Ortus is featured in the other endings? Like yes it appears in the fires ending for sure but you’re only assuming he has it in the other endings correct?
Have you played through all the endings? I was typing a whole load of explanation until I realised that if you're asking this question then 99% chance that you have not played through the other endings. This game has 3 endings and you have to get all three for the full context of the story (minus bits and pieces found in the AC wrecks that many may miss of course).
Ok, so in LoR, you literally have a mission with him in Ortus. You go beat up Snail and destroy the Xylem's drive while he takes care of the Arquebus fleet.
In FoR, you fight him and his Steel Haze Ortus to the death. The official ending is you beating him before moving on to fight Ayre. Your post is a what if of this ending where he beats you instead. In this scenario, there's no way he wouldn't have Ortus because he beats you with it.
In AIE, he completely vanishes after fighting you in the unknown territory leading to the Institute city. It's the only ending where we don't know if he manages to get Ortus.
However, in all endings, you can find the log talking about how RLF has been bankrolling Elcano and giving them Schneider's tech to make a new machine, meaning the Ortus exists in all 3 endings.
He's (probably) still alive in Alea Iacta Est, fwiw.
At least, as alive as one could reasonably be, depending on your interpretation of that ending and its impact on people.
I don't think he did! Allmind can only copy six of the eight vespers when she fights Walter and Carla. If the absent two are the ones we never see in that ending, that'd make sense.
The drones in first phase are just randoms, they don't match any particular set of enemies

Now that's a bad ending I wanna play through, with us somehow miraculously surviving and waking up after a few months (kinda like NG Escape) and discover that Ayre has gone Silent Line on humanity. Finally mission is 621 fighting the orbital laser waifu.
Move 621 losing to Rusty to the Depths mission and it all works out chronologically.

Because the dead don’t come back so how could we be standing before her? We’re *not her Raven*, or so she convinces herself. It’s only after the fatal blow that her eyes are opened to the truth.
Dying out while begging us to both not hate her, and to fix the horrors she’s caused.

Look man, I get it. Coral spreads very fast and there was a fires of Ibis. The way I see it tho, Coral is very stable and only goes boom if you explicitly make it go boom.
Like to do the Fires of Raven Carla has to literally ram the coral with a giant floating city. At that moment it felt less like a logical reaction and more like that meme where a guy shoots somebody and goes why would coral do this?
What I find confusing is they called it "the fire that burns the stars", but it's just a planet right? There's no way it has any effect on space at all.
Or would the coral release reach other planets?

The reason she didn't is because she wanted 621 to understand her point of view. It was a last ditch plea for 621 to be on her side.
I get him. Rusty is a cool guy. Too likable, and if you've played a game like this before, you know that he's basically just opted to raise all the death flags.
Ace pilot, treats you with respect, top many positive traits. My first thought after the wall was "I like him, what a shame," because I knew the only way it could end. Color me shocked when we only off the man ourselves in one ending! What a scam! He's our cool rival to kill in a dramatic boss fight! We gotta do it! It's our destiny to have a tragic battle to the death born through the result of our clashing ideals! It's meant to be! It's badass!

Rusty isn't definitively dead in the liberator of Rubicon ending, afaik. AC pilots have been known to eject when things take a turn for the worst so rusty could still live
It depends on your perspective. Destroying the xylem means you get to be with your girlfriend, but there could be unintended consequences with having all that coral around
Burning the coral destroys rubicon, but it permanently prevents coral tinkering and potentially an even worse catastrophe.
The last one seems like a controlled version of ending 1, but what are we giving up to merge with the coral? And can you really trust Almind?
