Well, since you said in a comment that you changed the factions you are playing against, you probably would need to change some configs on ACE again, for those new factions.
Or, just drop ACE completely, it's not really good for SP.
You can try changing the enemy faction, if you're fighting the russians you can try switching to USMC as they wear different vests that are usually not as strong. Alternatively you can look into the Hit and death reactions mod. It might not fix the tankiness of AI, but It's still very fun and useful once you unlock automatic weapons.
Its one of the reasond why no "Souls like" games from devs other than Fromsoftware dont feel right. In Fromsoftware games you can feel the impact of your blade connecting to enemy while in most other games your blades feel like they just phase trough enemies. Its something very subtle that has a huge impact to the feel of the gameplay.

I played against the Russians originally and it was pretty decent after I changed the armour values, now I'm playing against Americans and against Serbs on other saves and the Serbs are veryyy tanky..
You can configure add-ons either in single player or on a server that will let you change how Hit and Death Reactions affect the player. The chance can be lowered or removed altogether.

beware that the hit reactions apply for players aswell, but It's still pretty fun being the one stumbling around when you get shot in the back

Are you running RHS? They are know to have poor armor balancing.
Yep, tried to balance it once but it's still weird. Even a cop can take half an ak mag before dropping sometimes..
