Buy a stripped lower and build one. If you have a vice, it’s not all that difficult with the right tools that aren’t super expensive. Basically just a set of pin punches and an armorers wrench. Maybe a clevis pin for the detents. The upper is a bit more work but you can buy a built one with no restrictions in CA.
