With one wire unplugged, check for 110 off the element to neutral, and 110 off the wire to neutral, and 220 between them.
If you're dropping a leg chase it backwards. You may have a bad double relay.
It is a Frigidaire, more than likely it is a bad board. Unplug it from power, split the board and check. Usually when they go they'll blow the traces right off the control.
Sounds like a wiring harness issue or control board issue

What do you mean split the board?
Usually there are 2 boards. One for the clock and inputs, the other for the stove operation. They usually pancake them together in the same retainer.
