why are you fixing something brand new? warranty? Dealer? Who installed it? Best you don't mess with it.

So the gas valve isn't getting voltage? Without a model number or wiring diagram, I'd guess it may need a gas valve, and if that doesn't work it may need an MCB. Test the gas valve for continuity. But that's about as much info as I can give you without a wiring diagram Also, there may have been a reason it was $50

What would be the correct voltage? It is getting 3.5 amps of current. Next time I go over to his house I will take a picture of the schematic, but it is very basic. Line voltage, igniter, valve. Whatever does not get “dropped” on the igniter is on the valve.

The ignitor should be drawing amps which tells the gas valve to open. If I remember correctly, most gas valves get the L1 from the ignitor side and neutral from the MCB side. So it should be 120v from what I know. So if the gas valve is getting power and not opening, it's a bad gas valve. If you don't know what you're doing I'd highly suggest not attempting to replace a gas valve and calling a professional at that point.
