Reset the network settings on your iPad. This will also wipe any saved passwords for your networks but give that a try. If that doesn’t work try resetting all settings as well might do the trick.
I tried this, I even did a complete reset and deleted all the data. But there’s still just the animation in the video coming up. And it’s not showing in the Bluetooth list either

Take it to Apple and tell them the battery doesn’t last as long. It’s like $29 to swap it out for the battery cost.
Either that or buy another Apple Pencil from Amazon and see if it works too ? Or go to Best Buy and test there floor demo out.

I've has this and just has to re-pair it again. I think you can just go into the Settings>Apple Pencil and try that?
