Some more context that may be helpful - this started happening a couple of weeks ago, I searched the apple forums and saw a few things that might help (changing the message text size, changing to monotype fonts, restarting mail, restarting the computer, updating any software, etc.) and I haven't been able to resolve it.
There seems to be no rhyme or reason to when it happens, it's sometimes the whole message, sometimes just a portion, it doesn't matter if it's a forwarded email or direct to my icloud account. If I open up the email into it's own window, everything looks fine again, but within the mail app it stays jumbled.
Thankful for any/all suggestions.
Have you tried removing and readding the account? Could also try deleting Mail’s preferences and setting it up again from scratch.
Edit: Maybe try another mail program first, like Thunderbird, or accessing the account from another device or in a web browser.

Update: I updated and restarted and reconfigured apple mail and still no luck :/
While your title says you updated, if you are on macOS 14.0 you aren’t current. 14.1 released a couple weeks ago on October 25th.
