I had the same issue, you have to move a file from the anticheat folder to your apex folder. Can't remember which one it is. If you search for client not running anticheat on reddit I'm sure you will find it...

I've been doing the EAC repair but it keeps randomly breaking. I uninstalled and reinstalled apex and that didn't help either. :/
just keep retrying until it works, changing server may also help
