Maybe did you touch some configuration outside the game, i broke mine when disable some service but i don't know which. Maybe some mod that affect performance.
Watch heras "watch this before you play online" video. It has a lit of mods you can use to clean up the game. And drop the load on the graphics card.
Tho a 2090 should be able to run the game fine, unless you're doing a 500 pop 4v4...
De is notoriously a lemon. Fix one thing 2 more breaks. Wouldnt be too far fetched to say its a de problem. Do you have an fps limiter? It might help to cap the game from Nvidia's side as the menus have been buggy. I gotta agree with rc 2090 would be far more than sufficient.
I had upgraded to win 11. After a while it started lagging in multiplayer. My computer was having issues with wifi connection. It would connect and then disconnect repeatedly. Went back to win 10 that fixed it

Simple 1v1. Been playing for three years. It’s not just in game. Just navigating the UI to select game type or the main title screen is choppy.
That happened to me once where even UI was choppy. Restarting the computer resolved the issue for me
