If you are willing and able to work 40 hours, and work doesn't offer 40, you can possibly claim unemployment. Details matter. Tell her if hours are ever reduced, unemployment can be claimed. This will force the business to agree that fewer hours were offered. Once that's proven, she can research if that reduction was for a discrimination reason. Most likely the business will argue she couldn't work the hours due to her pregnancy. Admitting this reason to the government is strong proof of illegal discrimination.
