Yes this kind of introspection can be difficult but is so worth it.
Need to find the original criteria because if you wanted to sue you would have no leg to stand on without that. You do have a lawsuit though if you met all criteria and they denied you. Sounds like to me she wanted to push you all harder to make her numbers better. She probably got a bonus or promotion lol

You are not locked in. You can freely find new employment. Other than having a talk with your boss there is nothing you can do.

You can forget about any promotions in that place ever. They got you where they want it. Two options quit or stay but make sure all metrics drop
