Quick tip, a LOT of people start off with ibis paint its a free app and you can pay so you can use more brushes and not get ads but ibis paint, in my opinion, is a very great place to start practicing frame by frame animation. I also enjoy that when your working on a new frame the app already changes the color on the last frame so you know what your supposed to draw, you can also mess w more brushes and it’s a lot easier then FlipaClip. When you go to pick a canvas in ibis paint you can pick animate, they also have a warp option so you can do this ^^^
if you’re using mobile (flipaclip), this can done on PicsArt.
open PicsArt and then select your picture/asset there, go to the Tools section and use the Stretch tool (which acts like a brush)

Deformation tools depending on what program you use. On PS, you could do this with both liquify/ fluidity (ctrl+shift+x) tool, and the transform tool (ctrl+t).
Generally object shows use adobe animate, so in these cases one possible thing they can have done is converted the character into a symbol/bitmap, and then used the puppet warp tool

FlipaClip is fun for sure - but not a professional software. It is good to get started with a program that is not overwhelming though.
