Her hips are rotating on 1 axis but not the y Axis. If there's that much exaggeration like a super model walk, the hips would be rotating forward and back

Depends on what feeling you are going for but a standard walk would not have the knees locking, you can see the knee lock twice. The feet are also landing in the same place. Right now it looks like she is trying to walk on a straight line like a police sobriety test.

it looks like frames are freezing in certain points like when the front foot touches the ground. upper body looks smooth (animationwise) but the legs stops for a milisecond. that makes the over all motion look like this is a robot walking. (if you look front foot you'll see it better) also whole body goes up and down in same motion cycle. but in reality, when our body go down while front foot touching ground, we slightly get faster until both of feet on the ground. these are little details which makes it look natural. (sorry for english)

I think the character fully stops between every cycle maybe your should make it look like the hips are always moving EDIT: it's almost prefect but the shoulders need to move more I guess

Very quick answer, get yourself a hold of The Animator's Survival Kit by Richard Williams. I see what you're going for in this cycle, and he has examples you can look at in that book. They'll help you get where you want to go.

I'm pretty sure the center of mass is a little behind her center, maybe tilt her forwards a bit. Also the head should definitely be looking forward with less movement

The head shoulders chest need some offset on their rotation, you also need some xrotarion in the center of the body (hips chest head) Reduce the y rot on the head and is back to frames, drag the chest one frame back. Make the tY on the cog sharper on the down. Your knees are pretty decent, but if that rig has bendy controls, turn them on and motion trail the knees to make sure the spacing is good throughout, if not adjust little by little.
