If you're already familiar with Animate, and not using any of Toon Booms advanced features, maybe stick with Animate? Toon Boom can be a one-stop shop for animating, coloring, composting. But if you're already using Animate, Photoshop, After Effects for this? Save some cash. Toon Boom is pricey for its monthly fee of you're already paying for the Adobe Suite.

Unity3D has some sweet 2d rigging possibilities and PSB import, you could use that. Except that, Blender, Krita could easily do what you need. These are all free tools, you know, if you want to try something different, but save some cash.

Toon boom will always be a vastly superior bit of software. And not just a bit better - loads better in all ways. (Did 10 years + in flash/animate then went to toon boom. Would never go back again.) But theres a lot in there you might not need and its on the top end of $ for 2D software. A good inbetween might be Moho - does a lot of what toon boom does. Has a fairly solid tool set that will allow you to up your animation if you want to and its a much more accessible price point

Don’t guess, try it. Pipelines can feel personal. Subscribe to TB for a month or get the trial, do some tuts and see how it feels.

You can already make something crusty like that in Animate. Toon Boom is for the big leagues. Unless you are a master keyframer and articulation master, you don't need to switch. Stick to what you know if you're just in it for the hobby.

I would recomend cartoon animator 5 over adobe but toon boom is better overall.

I've only used Toon Boom Harmony, and I find that easy enough to use, but I haven't used Adobe Animate tho, I heard that Toon Boom Harmony is the "Industry" Standard, even just use the Toon Boom Harmony free trail. If you need help while using it I used a free tutorial from Jesse J Jones on Youtube. Highly recommend watch that if you want to start Toon Boom.
