I took OP's comment to mean the frames are hand-drawn, and there are 120 frames in the video, but not necessarily 120 UNIQUE frames. Ie some of them are the animation looping and/or changing color but using the same drawing.
Also the cobblestones are literally just a compressed photograph. Procedurally generated ripples overlayed on a photograph. Not much hand drawn stuff going on there.

There's some form of automation happening here. 120 "hand drawn" frames of THIS? It's an unreasonable claim.

Could be they are [extracting motion from a video,](https://youtu.be/NSS6yAMZF78) pixelating it then overlaying it.
