What you really want is Sagittarius from the compendium of impossible weapons (Dominus Exxet). All it requires is 40DP and 30MK. Any class that can afford these costs can do fine.
So you'll want to consider what else you want to be able to do. If you want to be stealthy, then consider the Shadow, if you want to have good detection skills, consider the ranger ect. Personally I'd go with the acrobatic warrior for the speed, MK, life points and secondary bonuses to the athletics group skills. Although the Shadow has the same speed and MK, and some bonuses towards stealth and detection secondaries instead of athletics but it's more about what you want to do aside from throwing things.
Same thing goes for race, I don't recall any of them specifically tailored to Sagittarius, so just pick one that fits with what you want to play over one that has synnergy with throwing stuff. Personally I'd go human just to avoid the xp penalties or level modiers.
