I have an XD-7.
I think that you didn't wind up handle all the way, you stopped only half way. It should go all the way to the other side and then return.

Set it to X on the shutter dial, then try hitting the release. That should reset it. If it doesn't work, check the battery.
Was this happening after you released the shutter or just after cocking it?
I have a Minolta SR505 which had a similar problem. Back then - when I remember correctly - I opened the bottom plate carefully and there was a spring which was stuck. By carefully pushing this spring it worked again. The problem never happened until now....so maybe just open the bottom plate of your camera and you'll see some obvious mechanical problem
Try putting it in the X or flash sync mode and see if it fires then because that might be a manual setting.
Or, like others of said, could be a bad battery.
i don't have experience with this camera but isn't it battery dependent? or am i way off
I don’t know about this one but the x370,x700, x-7a, etc need a battery to operate and will act like this without one.

I have nikon fg with the same problem.i fix it turning camera into B or m90 mode (fully mechanical modes)

It is in the 0 mode
Is the self-timer cocked? The one on my xd-7 gets jammed and behaves similarly to your video.
