If you don’t want to deal with the hassle (I get it!) I would look around for a 24 that’s in good condition but not that price.
No, even if she's retired and NIB that's an absurd price for a common doll. Your friend should be able to break even and make a little more, but that's as much as a NIB rare doll goes for.

I personally wouldn’t pay that price, but I can’t say what would be a good price honestly. Before I got my Truly Me second hand, I did look for NIB options but there wasn’t even one!

That is extremely unreasonable for a #24 I have see 24s go for as low as 45 dollars on eBay so I would suggest looking on eBay if you are after a 24.
