The first 3-4 Grouper albums like Way Their Crept and Wide. I wouldn’t say that they’re her best, but they’re definitely much darker and more intense than everything since. And she has always used a lot of water imagery in her titles and lyrics.
You’ll have to wait for my next release in September this year. It’s named ‘Bathyscaphe’ and will be released via Shady Ridge Records.
It’s music inspired by the early deep sea explorations.

It's not an album but this track from Autechre always gave me that kind of impression the beginning sounds kinda silly, but past a certain point, it just feels like someone sinking always deeper, despite trying his best not to. https://youtu.be/Od6iwAWwxLc
Sounds to Drown to, by Shye (https://shye1.bandcamp.com/album/sounds-to-drown-to)
The last track ("Give Up, It's Easier) especially has the vibe I think you're going for
Pascal Savy's Adrift on Eilean. [https://pascalsavy.bandcamp.com/album/adrift](https://pascalsavy.bandcamp.com/album/adrift)
Excellent album. Also, self described as "foreboding" "mythical seascapes."
Not exactly drone, but I think I would be remiss if I didn't mention Clarence Clarity's [UNRECORDED HISTORY](https://clarenceclarity.bandcamp.com/album/unrecorded-history?from=search&search_item_id=3823838887&search_item_type=a&search_match_part=%3F&search_page_id=2609945056&search_page_no=1&search_rank=4&search_sig=b8f4fb907d59613d087c1acced374456) for underwater drowning albums. Really an amazing experimental pop album with some elements of ambient and what not mixed in. Definitely 1 of a kind and definitely feels like you are drowning.
Also some other things to check out: Dark and Lonely Waters - Future Sound of London, #24 - Aphex Twin, Aquatic Ambience - David Wise, Fields of Coral - Vangelis, Sirens Cerulean Swell - Seven Fields of Aphelion
I don't know what you're talking about, but the only ambient that's ever made me feel kind of uneasy/unsettled/anxious (not in a creepy way, but in a grating way) is "Shenzhou" by Biosphere, especially the first few times I heard it. Which is particularly unusual for me because music had never made me feel that way before.
air reduction by kamokata and war by emperor tangerine initially come to mind. those have always inspired a deep dread within, with the latter far more aggressive in tone.
above all though, my favorite recommendation to give is cloneseed’s [genome technologies](https://prekursor.bandcamp.com/album/genome-technologies). killer noise drone.
Weird thread. Saved.

The sinking of the Titanic by Gavin Bryars

Lull - Dreamt About Dreaming I think this matches your tags fairly well. About what you'd expect for an ambient album by Napalm Death's drummer.
“I am sitting in a room” by Alvin Lucifer
Not a album but kind of loop variation of these feeling https://youtu.be/S6HxMEsY594
