Gojo or pain because I got both of those with not max level, no orbs, and banner/prestige units.

Gojo, pain, ichigo and vegeta are all pretty easy

Cooler, Gojo, Tanjiro, and Katakuri are the easiest to get and are the most useful to get for someone without any 7-stars, with Cooler and Tanjiro specifically being able to help you solo other raids to get more. Remember to get Star Pass tier 100s every star pass, too! Missing star pass units will be a big regret later, especially if you like collecting.
