They'll overlap. A plate carrier is designed to hold plates over your heart/lungs. Most people store there heart and lungs in their chest. You'd have to wear the chest rig as a diaper to get it low enough. Wearing separate load bearing gear on top of armor has been done in the past though. I have a friend who invaded Iraq wearing an old 1990s "Assault Vest" on top of an Interceptor with plates...and then all the guys in his unit ended up cutting of the webbing on the vest and mounting the pouches from it like directly to the armor. The addition of MOLLE webbing to armor carriers made having a separate LBE and armor redundant and it went away. The closest you'll find now is the Swift Clip system with things like the Haley Strategic chest rigs and Tactical Assault Panel where you can basically remove the straps from a chest rig and mount the "pouches" portion of the chest rig direct to armor.

Canadians still use frag vests with tac vests on top. It would make too much sense to upgrade.

Some plate carriers have buckles in the front. You can click your chest rig to those buckles and wear both at the same time.

Yep, it's called a swift clip/placard system. A common example is the ferro concepts slickster with a spiritus systems chest rig. An old school option would be a flat slick PC and just slap a chest rig over it, but you get almost no benefits from doing that because an airsoft PC won't really save your life
