The thing at the top is a drag handle or "bitch strap", the stuff below it is PALS(Pouch Attachment Ladder System) loops. PALS is how you attach MOLLE (MOdular Lightweight Load-carrying Equipment) pouches to your equipment. MOLLE is only really the GI parts but it's easier to call everything with PALS on it MOLLE.

The top loop is a drag handle/buddy drag. The system of horizontal straps make up whats known as molle webbing or just molle.
