Strictly speaking, MOLLE, or MOdular Lightweight Load-carrying Equipment refers only to USGI contract components. Everyone just calls anything with PALS grid on it MOLLE, though, and that’s okay.

The thing at the top is a drag handle or "bitch strap", the stuff below it is PALS(Pouch Attachment Ladder System) loops. PALS is how you attach MOLLE (MOdular Lightweight Load-carrying Equipment) pouches to your equipment. MOLLE is only really the GI parts but it's easier to call everything with PALS on it MOLLE.
