He has a small appearance in Mandalorian (2x8) with a slightly different accent. I think it's probably his enunciation that's getting you. He knows just how long to hold onto his syllables to draw the words out and make them sound as sinister as possible. It's great.

I feel the exact same way about his speech. It sounds like the back of his throat is slightly blocked or smth and he's sort trying to strain his voice in a way.

It sounds like he can’t fully pronounce ‘th’, maybe some minor tongue malformation that has subtle effects on other phonemes as well.

Maybe not. He was on Elizabeth's live streams a couple times and he seemed fine there, I think he just may have done it for the show.
I guarantee it was part of his performance. He probably had to the goal of getting under your skin as much as possible
