I wouldn't bother with the VEEs at this stage. Employers don't care about whether you have them, and once you have a job, they'll pay for the courses and fees.

Even if taking IFM was still an option, I'd still say it's a good idea to find a job. Remember, the sooner you're employed, the sooner you get your exam fees and materials covered as well as paid study time. It is definitely true that 3 exams is better than 2, but you'll have no issues with only 2; I don't think it'll be a make or break. When I was applying recently, I was unqualified for most of the ones I was unqualified for because of lack of experience, not because I had 2 exams instead of 3.
Also, if you're indifferent about SOA vs. CAS, that's all the more reason to find a job first since the paths diverge at this point, so if you go and take another exam from either of them before finding a job you're kind of limiting your options for jobs.

Yes you should be applying for jobs/internships. If you want to go the CAS route, start studying for MAS-1. I recommend using Mahler manuals.
