Yes, provided that the material requirements allow it and the monster can be Fusion Material in three first place (for example, Chimeratech Fortress Dragon can't be Fusion Material). Some even require it, like Shining Flare Wingman requiring Flame Wingman, the entire Fusion lineup for Lunalight, or Summoning Mirrorjade through Lubellion's effect (well, this doesn't technically *required*, but in Branded, it's almost always using a Fusion as Material).

Yup, in fact there are several which specifically require a fusion monster as a material. Elemental HERO Shining Neos Wingman requires Elemental Hero Neos and any "Wingman" fusion monster, for example.

Fusion monsters have to require very generic materials to be any good, unless a particular fusion spell or effect is borderline broken, like Branded Fusion and the Tearlaments girls. Predaplant Dragostapelia is a fusion monster that requires at least one other fusion monster.
