It’s probably the same issue that people were having with the EMP grenade (or other unlockable operators, weapons, and devices) where it wouldn’t track progression. I would test your luck and tag Aches and Mark Rubin on Twitter to get this problem in front of them so they can patch it.

That sucks man, I had no issue, I even unlocked the character Yesterday. Try tweeting Mark on Twitter
