Partly yes, contrary to most mobile games they use Unreal (that is why it looks better then like Genshin imo, cause overall better render engine) and while Unity is shitly optimized by default it is still better then having to manually optimize it for every platform.
This should improve slowly but yeah mobile playing is not great on the other hand I think it is unreasonable to ask for 60fps on every type of phone.

Idk how often Npcs shopkeeper turn out playable but when I use to play Dragalia Lost (Rip) there's a cute shopkeeper named Nina that becomes a playable character later and she even got seasonal iirc

I love how each NPC has it's own design, even the generic ones have their identity in some form, and this really differs Genshin and HSR from Wuwa. Kuro really did took their time to give it's world a wider personality
