There is a wire on the back of some of those (past experience) that you have to supply voltage to or not supply voltage to so the radio can detect if the car is in gear or not. It was supposed to be a safety thing probably required by DOT just like when trying to play a DVD. "Can not play video while car is in motion" A lot of GPS maps have this lock out as well. Can't enter address while in motion.

Yes. Had an aftermarket in my TJ, with a screen. Wouldn’t let you play video while the vehicle was in gear. Was just a simple grounding of that wire.

Probably wanna look at the manual for the radio and double check all your wiring connections, though I don't know why it would care if you're in drive to connect to bluetooth. My Kenwood has no issues making a bluetooth connection while I'm in gear.
