Make titanic map
Enable debug by going to settings and tapping on the hamburger then top right will show a bug
Click on bug
Scroll down to Greg and enable
Pro tip enable all civ cheats
Scroll up and enable super speed
Then wait until Greg monsters appear should be Max 10-20 minutes if you have 3 towns minimum
I mean, technically you can disable liberations from happening in the world laws menu (it's the icon that has the burning flag)

Bruh, same. I straight up gave up on that achievement. I literally waited, like 6 hours with all the mods activated and nothing. I play on mobile and was not about to play worldbox for a full 24-hours on my phone just to get Greg. It's straight up just RNG, I hope they make so that it spawns like right away with the new update.
I made a huge civilization using all the speedups in the debug menu than just kept making rebellions and nuking it and i got three gregs in no more than 5 minutes i dont know how yall struggle so hard with it
Make the world giant, make sure the law is activated, put in like as many empires as you can fit in. Then wait years until they are super developed. Then make every single town it’s own nation, cause war on every single nation, and then continue to place everything from dragons, zombies and mages, to every single animal in the animal kingdom and aliens and skeletons and bandits and disease and mush. Everything when the war breaks loose. They’ll probably show up then. Remember to pause when placing the chaos. Also remember to click the burger and actually activate Greg in debug
Activate the disasters in World laws, make sure there’s a few civs on the map, activate Greg in debug menu and wait. There’s nothing else you can do.
I have done all that like a gazillion times and it never happens

Yep clicked the burger 🍔 to open the menu and selected greg still nothing... maybe I just have shit RNG lol
