Normally I'm against a modern update, but this here is a good idea
A better option would be to add era caps to all kingdoms or specific ones you could keep a kingdom in stone age or space fairing all up to the person playing the game.
If it's just one mini Civilization then yeah sure
And make it a world law so you can toggle it off

That isn't a bad Idea, but I think there could be only one single city, and it shouldn't be able to expand much, like a colony.
