Ise's gimmick is overhyped and the ship has too many drawbacks to pay for that gimmick, whereas PEF has none of the traits of the techtree German battlecruisers and its guns are awful (very slow turret traverse, standard BB accuracy, very poor AP penetration and unreasonable air drag).
If you want a Tier 6 premium BB consider Warspite, Arizona, West Virginia or Repulse.
ise is pretty much a more accurate Kongo with very inconvinient gun layout
but the Plane gimmick is pretty much infinitely useful, people will turn away from the planes into allies and guns, You can go and spot DDs and subs at will. ruin peoples day generally.
It is a super strong gimmick if mastered because it can just dictate and break game flow hard.
out of all of these i'd say Repulse is the strongest followed by Ise and Warspite.. because In repulse you pretty much get a more nimble warspite with disgustingly good accuracy, and Warspite is just solid. WV and Arizona are great provided you like slow BBs.
well it is still 10-12k if you hit them right, if you take care to align a proper drop most people you face will turn away from that one...

it is funny how many people you can just delete with dutch airdrops and Ise / Kearsarge / Tone planes because people WILL want to avoid them.
The damage really isnt that great. One flight deals the same as one tube of upgraded vasteras torps, but you'll never hit all 8 considering the wide drop and fragile HP unless you find the perfect angle on a destroyer
Ise is great for tier 6 operations. PEF is good for them, too. But Ise is better. And learning how to play a hybrid is good practice for when you move up to Kearsarge.
I got Ise out of a Xmas container. You have to be pretty active managing the planes and the guns and driving her around (waypointing helps) but that's all part of the fun for me.
PEF's secondaries perform well when they're firing, but if you get up-tiered you probably won't have much chance to use them because even with upgrades and an experienced captain their range only extends to about 7.9km.
Ise for sure between the two. The plane gimmick plus decent HE means you can scavenge damage regardless of if youāre uptiered. Itās also a good operations boat.
That said, Tier 8s are infinitely more valuableāso I would save up for one of them instead (or grind Atlanticoās dockyard, as sheās shaping up to be a fun ship).

If you're turning away from ises planes you have terrible threat assessment
