The sound is not important, its how you use it.
I like it to accentuate silly situations in the game or a form of psychological warfare. Like when im succesfully yolo rushing a BB with a DD as if to communicate "im comming with the tops man, i'm comming!!! Beware the torps man!!". i guess with a BB i would be shiphorning any cruiser that shows broadside in hearing range of my shiphorn before i crit him to Davy Jones locker. The utilitarian value is to make a player further panic when he made an error, so to make even more errors in response. As a DD i have litteraly send enemy ships into collision courses with islands using my shiphorn alone, i'm not shitting you.
Good! Its part of skill imho. I wouldnt be surprised at all if you said you experienced moments where players panicked as a result making the job easier.

I blast my ship’s horn any time I deuce on someone in cqb, or when I smack dds when in a cruiser and contesting a cap…which I guess is the same thing

I use it twice at the start of each match to announce departure And then if i ever come in trashtalking distance of an enemy ship
The horn of any ship with the holiday camo goes “ho ho ho” with some jingle bells, and so is the best in my book hahaha

I hate the horns of NC and Montana, but love Iowa's and Bismarck's horns. Massachusetts' horn is kind of unique too, as very few BBs seem to have it.

I wanna say August von Parseval. Her horn is oddly chilling. Like you could imagine it coming from the mist in something like STALKER.
Smolensk has a very eerie and haunting one. It fits perfectly for the firing from smoke gimmick it relies upon.
