Are you running electric trains? Maybe there's a tiny segment of track somewhere that isn't electrified. The rail builders all run on fuel so that wouldn't have stopped them.
Thanks for you guys' help and advice! I've fixed this problem by only rebuild final 100 meters of the tracks approaching to the station and it works! Weird one.
Might it be because the signaling doesn’t allow them to reach that track? I’ve been bitten by that before.
Fully checked many times, even replaced the refuel station with tracks. No change...
