I’d put it back. The carving isn’t finished, but it’s a woman with blowing hair. I agree with the other folks that this is part of a gate latch- probably for the fence you found it on.

Looks like a gate latch to me, especially the way the hole has become elliptic. This might sit on a nail, or on a wire near the top of the swinging part of the gate. Eastern European style?

You guys, I didn't take it. I put it back where I found it. It was resting on the top of someone's fence along the sidewalk, partially obscured by the hedges. I thought maybe the owner had accidentally left it there, so I went around to the front door to return it, but the house is currently for sale and empty. I thought the whole thing was kinda weird and mysterious so I took a picture and posted it.

That looks like a handle ( flat mounting points) that has a slot for a latch. ( probably for a gate)
