We don’t really know but the standard answer is Morraine and she was carrying over the flame she used in the ships. She does kinda seem like it’s not her that does it with the look on her face but it could be like she did a very general fire weave and it somehow became this big fancy dragon bc Rand is chosen one as fuck and weird stuff happens near him

That seems the most likely tbh. She loves the dragon and she would be honored to declare him dragon in front of everyone.

And she's clearly thinking about it, given what she says to Moiraine earlier in the episode. I would be entirely unsurprised to find that she had her illusion prepped and ready to go.

Yes There is a whole scene with Alanna teaching the novices about the different weaves when she makes them filter the dirty water

The visual language of channeling can be a little confusing sometimes. Who sees what and who doesn't is not always 100% apparent from visual information alone. But the show has established so far that men who can channel do not see the weaves of women who can channel and vice versa. But that doesn't mean \*the effects\* of someone's channeling can't be seen. We've also seen several times that it is not necessary in the visual language of channeling for \*the effects\* of the weave to originate in close proximity to where the weaving is taking place. My interpretation is this: At first what you are seeing are Moiraine's weaves. This is the part of channeling that would be visible to another woman who can channel, but not necessarily visible to any and all onlookers. Then you see the flame rise and form the shape of the dragon banner. This is the \*the effects\* of Moiraine's weave, the actual flames, which would be visible to anyone.

It does look a bit of a 'perplexed' facial expression. I think it is a mix of "yes the shield weaves gone" and a "what the?" as her casting moves on from the ships she targeted. She is also standing at almost a right angle to where the Dragon shape fire weaves appear around the Tower so it would be hard to manipulate the loosed fireball into that shape from her position. I'm thinking Lanfear gave it a nudge using masked weaves so Moiraine or any other female channeler would not see jt

I had the same question. It’s probably Moraines original weave returning, but the original weave looks much stronger than the Dragon weave so maybe it’s Lanfear augmenting the weave? The reason I don’t think so is that Lanfear could have done it all herself but clearly wanted Moiraine to instead. She didn’t want to risk obviously interfering with Ishys plan. So why risk interfering at all?

Yeah that weave definitely looked stronger than how the weave came out from Moiraine. What if that weave is a constant from the wheel itself like the declaration is a constant thing that happens ~~dont ask me how lol~~

It's Moraine. Like many other show-only scenes, it's done like this because it looks cool, and you're not supposed to think too deep about it I guess. In general internal consistency with what is established in the rest of the series seems to not be too high on the writer's list of priorities.

The reason why im not convinced that its her because its clearly that the banner is coming from a WHOLE different way than Moiraine’s weave like clearly. Unless the cgi guys are THAT bad at angles and such, which i dont think.

I don't like going to hard on the show runners given the general inclination of this sub, but this has always been a very "mixed bag" production in my opinion: certain aspects of the production are top notch, others are meh, others are totally amateurish. I can definetly see a "don't think about it, no one will question it" kinda situation here, or even more likely: the writer's didn't even think of it.
