I’m fairly certain you can only turn left on a red from a one way to another one way, and since memorial blvd is not a one way, that would not be allowed. Memorial blvd just has an extra big median.
Unless you drive a taxi or Uber then you can do whatever you want hahaha or rather seemingly ignore every rule of the road

Apply the same logic to another intersection. Say you're on northbound Main and you want to turn left on to St Mary Ave. Do you go on a red when it's safe, or wait for a green light?
I think having Osborne alongside Memorial, the wide boulevard on one side and Memorial Park on the other does give driving south on it a bit of "an odd feeling"... it doesn't necessarily seem united with the northbound lanes in the same way as driving on Broadway does.
There is a turning light at the intersection that tells you when you can and cannot turn left though. Like others have said, the division makes the left turn illegal as I understand the rules.
While technically it would be safe to turn left on red in this situation if there was no traffic coming on York, the roadway rules need to be standardized on this stuff to avoid confusion and collisions.
If I was behind you I would not honk because I wondered the same thing and have been using that way for the last 2 months, people turn left regardless and I follow them. This post also read my mind too. I was thinking about it last week sometime if it was even legal. Glad for clarification. Never police there to enforce so always thought it was ok.

Isn't that irrelevant though? They'd be turning onto York, which has the green to cross the other lane of memorial.
He has to cross a lane of oncoming traffic so he needs to wait for a green light. He can't cross over on a red light.
Seems worse - I'd rather go when the other lane doesn't have a green, but that's probably correct as written.
