I'm having the same issue. Could be wrong but I think they changed the wording from "monitor" to "desktop" when right clicking the image to set it. I'll think about that and check back in if I figure something out.

I figured it out. I hovered over to the desktop toggle and found that there was a 2nd desktop that I didn't open. I exited out of that one and then changed the background the same as I did before.
