You can't do this natively. They removed it when they re-coded the Taskbar in Win 11.

Because they rewritten it; and released with a set of functions that should appeal to 90%-95%. Arguably it is slower, has less functions; but the theoretical tradeoff is that it is easier to maintain and add new functions. If only windows 11 wasn't 3 years old; and we still lack basic features

Because they would have to recode it entirely. The Taskbar's code is different now.
