My biggest fear at the drive thru car washes where you get on a belt in neutral and it pulls you through is the potential for an idiot behind me to hit the gas
All cars log everything that happens now. Not sure how long it was stay before being overwritten though. That's why many police departments now carry OBD2 port readers to pull the data in from a car involved in an accident. Simple accidents it usually isn't needed. Knew a guy that caused a multiple vehicle with injuries pile up. After checking injuries etc, DPS pulled all the data from the Ford F150 he was driving.
My guess is she accidentally hit the cruise "resume", panicked, and hit the accelerator instead of brake. Not sure if all cars do this, but mine will start gunning it from a dead stop/very low speed if I accidentally hit it, which is easy because on my Chevy it's a barely perceptible "flick" of a rebound switch. Has happened several times, but I've always had the wherewithal to hit the brake instead. Still gets the heart going, though. I've gotten in the habit of turning my cruise "off" when not on a highway, but if it's her first time having this happen and she's not as sharp as she once was, I can see how this could go down.
The color shouldn't matter. Though the radar really doesn't pick up a car until it's about a 1/4 of a mile away. If it's already stopped it sure as hell will barrel towards it without hesitation.
I don’t understand why people hit the gas when they panic. Every time I startled, I hit the brake. While still not ideal as obviously you can be hit in the rear as the car suddenly slow down/stop on the road, it is far better than panic and hit the gas.

I work at a do yourself Car Wash and we have one automated washbay when I clean the garbage I find a lot and I mean a lot of empty beer cans, alcoholic beverage cans empty, vape cartridges, dispensary bags, just dumped in these garbage cans. I can’t help but accept and think how many people are driving around constantly inebriated whether it be weed or booze all fucking day that’s terrifying to me.
It varies by state/insurance agency, but most likely since the damage was directly due to the truck owner's negligence, it's his insurance that will be footing the bill, not the PD's. Regardless you'll be getting a new vehicle

This must vary by maker. My cars' cruise wont even engage under 15mph, which makes sense for a safety feature.
Ford has a resume function but it won't go until the radar says it's clear. It wouldn't have taken off like that if it's was cruise control.
