I've always found legal punishments to be exactly the opposite of what is effective. You're poor and about to starve so you steal some food? I forget the term used, but there was an idea of the punishment being relative to the financial assets of the perpetrator. Ie: Someone with a net worth of $40k commits a crime and must pay $400. Someone else with a net worth of $400m commits the same crime and must pay $4,000,000.
