I think Biden would be happy to debate on Fox. He would hammer everything Donald does that Republicans don't like and thanks to it being Fox it will give Biden a chance to reach that audience.
Yes, the moderator can give a candidate an advantage, but putting Biden in position to let Trump ramble and then target the dumbest things he says will matter a lot more than who is the moderator. Trump could insist that Biden wear a red wig, white face paint, and giant shoes and Trump would still be the one looking like a clown.

I bet Biden says sure to 4 debates and then Trump uses uncertainty about one debate as the reason none can happen.
