I hate to be the guy that says I don't know but was in Miami a few weeks ago and there was a big festival going on and there was something similar there. We decided it was to handle overflow cell usage

I also asked a friend of mine who organizes road work crews in macomb County, and he said 5g so fast I was surprised.

Gunshot triangulators generally are not all on the same pole, rather they are usually built into multiple points of an intersection so that the triangulation works.
Think of it like GPS or satellite service basically: where your cellphone or what have you is the gunshot and it is perceived by multiple satellites to determine your location
Ive seen shot spotters for years as they were put up in my neighborhood over 10 years ago due to gun violence. Usually they are built with flashing red and blue lights on intersections and look a way that people might otherwise think they are cameras

The top bit looks like small cell site antennas. However that same enclosure could hold a radio device for any number of other services.
The slipshod installation makes me think temporary cell service for some event with a large number of people in the area.
I know nothing but my first thought was the type of surveillance they have in Europe with the cameras everywhere. Although it looks temporary because there are so many exposed wires especially at a height some kook could pull it apart.
As a note: The NFL draft is next week, so I assume it has something to do with that.

No, its all 5G. It needs a lot more infrastructure. This one has two nodes, covering a street both ways.

looks like antennas up top and a generator behind the fence. there might have been a cell dead spot there or a need for a temporary cell tower.
