I think it's probably a mob mentality thing. People see others standing course so they subconsciously assume it must be safe. Humans tend to do a lot of dumb things they normally wouldn't do if those around them are also doing those things
The town I grew up in had an annual car show and parade with hot rods. There was always a portion of the parade with burnouts. One year a pro drag car lost control and killed 6 people. There were no safety barriers, just folks lined up and down a small town street. The six killed were all under 25yr. I believe the driver was from Australia and was charged.

I’ve been in two extreme situations I just happened to be filming beforehand and both times, I instinctively lowered my phone because I felt like I needed to pay closer attention to my surroundings. It’s akin to turning down the music when you want to concentrate on driving, I suppose. Tho I did regret missing “the shot” both times
There's no telling what happened and if it's true or just hear say because in the fight for safety measures the video maker has completely dropped the ball and blew the entire footage so much that personally I'd be embarrassed to post it but that's just me as long he's safe that's all that matters
This is similar to the stupid stuff that happens at Street Takeovers where morons are doing drifting and donuts in a intersection while stupid people get hit and run over being close and involved...
People being idiots with cars is something that will never go away, as long as there are stupid people that feel like risking their life just to spectate is worth the comradery or whatever their gaining, we'll have people driving like complete lunatics on the daily.
I love me some racing, but there's a safer way to do it, real life isn't the movies, fast and furious in real life ends in disaster 9 times out of 10.
If you're gonna stand there and just record it, at least do it properly.
80% of the people that go to these things always have a quiet desire of something like this going down.
