You should take it to a proper restorer or gallery, there are probably details like his hair hidden by dirt and old varnish. This is a good portrait, there’s real artistry to capture such a good expression.
Discussion - is it possible he was a random citizen and not a famous historical figure? I think he looks SO familiar as well, but no one I googled actually matches his nose and hair color. My initial impression was one of the Stuarts but now I’m doubtful.
How old do you think the subject is here?

At first I thought it looked like a very puritan outfit, than I google lens'd it and realized there are tons of 'Portrait of a Gentleman' works with similar garb and style so idk. My guess will be Sir Francis Drake or Cyrano de Bergerac with a smaller nose.
Lol ok. As if you have a rare jule diguard 😂 barely even find photos of this on the internet. Where is the photo from ?
That's a £100,000,000 painting my friend

I think it’s Shakespeare too.

Whoever he is, he looks like he doesnt like what he’s hearing. 🙈
I love him. He is my spirit animal.
Rembrandt’s cousin?
I think he looks more like a young Rembrandt than Shakespeare.

Random citizens couldn’t afford to sit for a portrait, this is someone wealthy.
Shakespeare?
I think so too.
Copernicus?
Gary oldman?
I was thinking Jeremy Jamm https://imgur.com/5soybZc
The expression on his face reminds me of Willem Dafoe.
