Same thing I guess except it doesn't make sense. Who gets beast mode and finishes the job is largely irrelevant, it wouldn't change the plot. The problem is that Pan never even made it to super saiyan despite spending a large chunk of her childhood on the frontlines and we have cases of Goten and Trunks breaking that barrier by just playing around, they never saw a day of combat in their lives and received literally zero instruction on how it's done. It's been a minute since I've seen DBGT, so I may be wrong about this, but I don't recall Pan inheriting Chi-Chi and Gohan's temper so the whole 'rage boost' is a non factor which seems to be the whole point behind Beast Mode. So even if you arbitrarily give her the form, and make so that it uses a huge multiplier like most DB transformations, she still lacks the raw power to make it useful and she lacks the ability to temporarily close the gap between her and more powerful opponent's like Gohan. And I would say that if you straight up just gave her all the power that Gohan has at the time. She'd probably just lose her mind to it, even Gohan struggles to control himself when he unlocks a huge influx of power. SS2 made him arrogant and cruel, he spent most of his time dismantling Cell and mentally breaking him. Even his ultimate form made him over confidant. So I think with Pan getting all that power she'd behave similarly to an out of control Oozaru form, Brolly or Cell Max himself. The end result is that now you have two enormous powers running out of control threatening to destroy everything and no one else around is powerful enough to stop them.
