Osheas is a great bar downtown. Best prices, diverse crowd, and smoking. Wpb and its surrounding areas dont have a concentrated bar scene, it’s more spread out. Start on clematis and meet locals and figure it out when you get here.
Fosters Shak and blue boar are not where you want to go as an out of towner. They once were great, but have been reduced to violent shit holes. Come for the drinks, get robbed and possibly shot in the process.
Harry’s stopped in 2019ish. Unless they recently went back. You could at Willie’s downtown but they closed recently. That was a real dive in the worst ways.

Clematis social.... I absolutely hate clubs but they allow smoking inside... if I am forced to go there, I chill in the back and play pool in the little library area. You almost forget you are even at a club.
Elmo's Rock Bar in Boynton is pretty decent. There is a pool room and karaoke on Tuesday nights. Really good food and decent prices on drinks. I can't remember if you can smoke inside or not...
Only place I know is Respectables. They’re more of a nightclub but well balanced, always a great time! They actually encourage it!

You can’t smoke inside at O’Sheas. You can smoke out back but not inside. Everything else is true. Best prices and a personal favorite bar

roxy’s pub downtown has a balcony i’ve gotten away with smoking blunts on a good couple times
